The combination is deliberately unusual: investor-grade financial acuity and board-level governance on one side, and hands-on delivery of complex change at global scale on the other. That has meant initiating a $1.5B strategic acquisition, delivering more than £8M of annualised cost-out — roughly 25% — while improving throughput and customer outcomes, and scaling AI, cloud and cyber across the UK, US and Asia.
The work happens comfortably alongside private equity sponsors, public-sector executives and regulators. It usually involves building high-performing multi-country teams, and reliably turning around functions and programmes that were not going to land on their own.

Government of Jersey, Health & Community Services — Healthcare CIO
Designed and gained ministerial approval for phase one of a five-year £40M digital transformation to improve access, workforce efficiency and outcomes. Stabilised a critical Electronic Patient Record, reducing operational risk and enabling sustainable clinical adoption. Established and chairs Digital Health Advisory and AI Governance.

NHS Kent & Medway ICB — Executive Director, Digital Transformation
Executive lead for digital, data and technology in a £4B opex system serving 2M+ residents, achieving a 20% in-year cost reduction. Built innovation partnerships and multi-organisation research data environments, and was Senior Responsible Owner for a federated research digital platform.

Clinical-trials technology business — Interim VP, Solution Deployment
Directed a 400+ person global professional services organisation to recover clinical trial delivery performance, generating more than $1M of savings in six months through cloud automation and process redesign.

Genomics analytics business — Chief Information Officer
Delivered a market-ready genomics analytics product in six months and cut processing time from about a week to roughly 24 hours. Stabilised budget through cloud cost optimisation and instituted the product cadence and governance needed to scale from prototype to paying customers.

Originated and delivered zero-trust cybersecurity solutions for public and commercial healthcare clients, including national provider organisations.

Optum UK (UnitedHealth Group) — Chief Information Officer
Owned UK technology strategy for a $240B US healthcare insurer with board-level governance. Reduced technology spend by £8M (~25%), delivered digital products to around half of NHS GP practices handling ~20M clinical transactions a month, and initiated the $1.5B EMIS acquisition. Achieved Cyber Essentials Plus and implemented ISO 27001 / 20000.

24×7 diagnostic teleradiology provider to 65 NHS acute trusts. Created a board-approved technology strategy, delivered a seamless migration of 24/7 services and reduced KPI breaches through process, organisation and systems change.
